Your telegram of 11th October. City of Manila will

not call at Hongkong. It is proposed now that the cargo should be shipped by Karonga due on 23rd October. Agents here on instructions from owners ask Government to place them-

selves in the position of shippers and to consign cargo to Consul-General. This will facilitate shipment but will tend to throw responsibility on Goverment. May I do as asked.
